Dear Shenton,

As you are doubtless aware the telegraphic

intercourse between Hong Kong and Canton is going from bad

to worse.

The same conditions, till a month or two ago, held good on the railway: thanks to the assistance of the Hong Kong Government trains now come in on better time than

since the line was first opened.

Could not the Hong Kong Government do the same thing for telegraphic intercourse, whether wireless or land lines, by assisting the Cantonese with technical advice and assistance? I feel convinced that it is largely due to

their lack of technical efficiency that business communicat-

ion with Hong Kong is so hampered.

After all it is to Hong Kong's benefit that

there should be up to date communication in every way with

Canton and I put it to you that no harm could be done and much benefit might arise if the Hong Kong Government gave the Cantonese a "leg up" with the telegraphic as they have
